Abstract: Abstract Italy encourages small and medium-sized enterprises (SMEs) to adopt advanced technology and carry out technological innovation. The “Law on Supporting Innovation and Development of Small and Medium-sized Enterprises” and the “Law on Innovation and Entrepreneurship” are passed to stimulate innovation and entrepreneurship (According to the EU’s definition, SMEssmall and medium enterprises (SMEs) refer to enterprises with no more than 250 employees. As of 2015, Italy has a total of 4.24 million SMEs, accounting for 99.5% of all Italian enterprises). In 2016, Italy launched the national “Industria 4.0” plan to digitalize new industries and enhance their competitiveness. In line with the plan, government measures are formulated to stimulate and promote the development of venture capital, innovation, and entrepreneurship in the 2017 Budget Law. Decree-Law No. 3 of January 24, 2015, reformed the company registration process in terms of reducing registration fees, improving registration efficiency and online registration. Italy's Ministry of Economic Development, Ministry of International Trade and Ministry of Economy and Finance are mainly responsible for SMEs, innovation and entrepreneurship.
