Chapter Chapter 3 in African Special Economic Zones, 2022, pp 61-81 from Springer

Abstract: Abstract This Chapter presents the key Chinese Model of Special Economic Zones that was developed through an in-depth evaluation of the evolution of China’s establishment and implementation of their zones. The model developed illustrates a variety of Pillars and Protocols that contribute to Special Economic Zones’ success in achieving sustainable development objectives. The Pillars are the foundation of achieving effective special economic zones. These are leadership support; government support; government policy; location; people; integration; and infrastructure. The Protocols are identified requirements in the establishment and implementation of special economic zones. The 12 Protocols are a phased approach; ease of business; preferential policies; innovation and learning; a favourable investment climate; modern service delivery; environmental consideration; international cooperation; addressing shortcomings; social system support; an export orientation; and the focus on diversified industries. This model is applied throughout the book when appraising Special Economic Zones in Africa. The Chapter concludes with a discourse of the future on the future of Chinese development including the emphasis on innovation in cities of the future such as Xiong’an New Area, and the connectivity of China with the world through the Belt and Road Initiative.
