Abstract:
Abstract The study examines the experience of the development of Arctic zone hydrocarbon resources by the world's leading oil and gas powers in order to identify effective social and economic approaches to the development of hydrocarbon deposits for public benefit and possible prospects for their use in conditions of modern Russia. A comparative analysis of the models of natural resource development by various states and conclusions about their effectiveness are provided. The authors highlight the aspects of conducting an effective industrial policy in the oil and gas complex of a producing area, taking into account the solutions to a wide range of social and economic issues at various stages of the field development. The section also addresses the issues of interaction between the state and the oil and gas business, the formation of an effective strategy for managing the hydrocarbon resources development.
