Abstract:
Abstract As the world’s most populous developing country, China faces the dual challenges of “development deficit” and “adaptation deficit.” (Parry et al., in Environment 51:29–36, 2009; Smith et al., in Climate Policy 11:987–1000, 2011). Moreover, China’s population growth and socio-economic development are significantly constrained by such natural resources as land, climate, and environment.
