Abstract The national government is the main participant in international investment governance. With the development of globalization and changes in major issues facing international investment governance, the structure of participants in international investment governance has undergone corresponding changes as well. Some emerging governance entities and platforms for investment policy coordination have gradually come into being, becoming important supplements to existing participants in international investment governance.
