Abstract Within the theoretical analysis framework of global governance and in the absence of a super-sovereign super government, it is necessary to establish widely accepted international rules and norms, and even specialized international organizations in order to exert the governance of global public products. As an important public product, the governance of climate change still falls into the scope of global governance.
