Abstract: Abstract This chapter discusses the finance and procurement options for infrastructure development, namely public finance and PPP, and their characteristics. The chapter also reviews the definition of PPP. Based on the arguments in this chapter, it concludes that both public finance and PPP have advantages and disadvantages. Although there is a high expectation for PPP to fill the infrastructure gap in developing countries, policymakers have to understand that PPP is not a panacea for infrastructure development nor does it offer “free money” for infrastructure development.
