Abstract: Abstract This chapter assesses the finance and procurement options for infrastructure development in the Philippines from four viewpoints: (1) changes in infrastructure governance over three decades, (2) fiscal situation including ODA, (3) PPP governance, and (4) PPP environment of the Philippines. Faced with a high public debt and low revenues, each administration in the last three decades introduced major fiscal reforms to finance development priorities, including public infrastructure. While the PPP environment in the Philippines is globally well recognized, PPP governance, as to the decision-making process for finance and procurement options needs improvements in order to avoid past mistakes such as those experienced by the MRT 3 project discussed in Chap. 5 .
