Abstract:
Abstract This chapter offers a concise overview of core topics and significant changes in the Kingdom of Saudi Arabia’s public administration structure. The authors examine the evolution of administrative governance from the establishment of the Ottoman Empire to the contemporary system and identify the key features that relate to Monarchical government structure, legal framework, public bureaucracy, and the relationship between politics and bureaucrats. Saudi Arabia’s use of bureaucracy to run public administration shows certain characteristics. Over-centralization, for example, is a huge issue when it leads to senior management following orders from their bosses rather than making more independent decisions. Employees in the public sector also lacked the commitment and interest that would enable them to boost their results. In lieu of this, the authors recommend further studies into the slow pace of liberalization in the public sector and public participation in order to secure optimum societal good.
