A chapter in The Palgrave Handbook of Comparative Public Administration, 2022, pp 707-739 from Springer
Abstract:
Abstract This chapter handles the public administration system of Turkey from a comparative perspective concerning historical and recent developments. Turkey, having a strong and deep-rooted bureaucratic tradition, is a significant country to compare. Since it is located in the middle of Europe and Asia, it is valuable to have an administrative structure influenced by both western and eastern cultures. It is also a good example for observing the change in administrative structure in the context of a country whose government system has recently changed from a parliamentary system to a presidential one. This change has resulted in reduced military influence in the administrative system, which was under the influence of the military bureaucracy for many years. NGOs are developing rapidly in the country, and the bureaucratic order has been redesigned in line with the EU accession processes. Therefore, for all of these reasons, Turkey is a remarkable example for the comparative public administration discipline.
