Abstract: Abstract Platform-based enterprises are becoming an engine of new economic development. Although the rapid development of platform-based enterprises brings convenience to society, there exists some social responsibility problems, such as leakage of user privacy and lax supervision. Thus, the evaluation and classification of corporate social responsibility (CSR) for platform-based enterprises are conducive to the supervision of government agencies. In this paper, we propose an evaluation method to help government agencies effectively assess platform-based CSR, which is instrumental in the management of platform-based CSR. In our method, enterprises are evaluated with q-rung orthopair fuzzy sets (q-ROFSs) to reduce the uncertainties in evaluation process. The weights of criteria and experts are all learned from evaluation data. A new aggregation operator is proposed based on the compensative weighted averaging (CWA) operator. Moreover, considering the misclassification risk, we utilize TWDs to make a three classification for enterprises. Finally, we give an example to illustrate the application of our proposed method and validate the results via comparative experiment.
