Chapter Chapter 2 in Energy of the Russian Arctic, 2022, pp 17-42 from Springer

Abstract: Abstract The political and legal method of strengthening the existing institutional and legal mechanisms of cooperation in the Arctic ensures stability and gradual progress in the development of Arctic spaces and its sustainable development. The forms and sources chosen for the international legal regulation of public relations in many international issues of Arctic development remain at the discretion of states, which is limited only by international conventions of a general or special nature. The Arctic region has different legal, regulatory, and institutional regimes with different compositions of participants and stakeholders. Energy cooperation in the Arctic requires the use of various legal and regulatory frameworks. Therefore, it can be argued that energy cooperation issues in the Arctic region should have their own international legal rules and procedures.
