Abstract China’s further reform and development must aim for four transitions: from factor-driven to efficiency-driven and then to innovation-driven economic growth; from a single economic reform to an all-round comprehensive reform; from a development-oriented omnipotent government to a service-oriented limited government; and from following the international system to being a world power trusted and supported by other nations.
