Abstract A well-functioning social security system plays a key role in promoting and supporting economic development, political and social stability, and the establishment of a civil society. The establishment and improvement of a sound modern social security system that conforms to China’s national conditions has become a top priority of China’s reform and is one of the most important tasks in its transition toward a modern market economy and state governance system.
