Abstract:
Abstract On March 14, 2013, the Plan for Institutional Reform and Functional Transformation of the State Council (hereinafter referred to as the Plan) was released, unveiling the seventh government institutional reform in China since the start of the reform and opening-up in 1978. The Plan put forward the concept of streamlining administration and delegating power and emphasized the need to properly handle the relationship between the government and the market and between the government and society. The government must delegate power that should be delegated and regulate the matters that fall into its responsibility.
