Abstract: Abstract Senior high school education plays an important role in China’s educational system. As the Ministry of Education pointed out in the Senior High School Curriculum Program (for trial) issued in 2003, “senior high school education is basic education for the public for further improving their educational levels on the basis of nine-year compulsory education.“ The Outline of the National Plan for Medium and Long-term Education Reform and Development (2010–2020) (hereinafter referred to as the Outline) calls for “quickening the steps in making senior high school education universally available” and provides guidance for the development of senior high schools over the next ten years.
