Abstract:
Abstract The changes in China’s rural land policy can be considered a microcosm of the country’s economic and political policies since its founding in 1949. After the launch of the reform and opening-up in 1978 in particular, the implementation of the household contract responsibility system opened the way for the “combination of unified and separated rural land management”. Under the policy, land ownership belongs to the village collective, while contract rights belong to farmers and can be transferred. In reality, however, the trading of rural land, especially the collectively owned construction land in China, is subject to many restrictions and regulatory constraints. To further improve the property rights of farmers and rural collectives in China, trading of collectively owned construction land should be allowed in the process of streamlining administration and delegating power.
