Abstract: Abstract “There must be laws to go by, the laws must be observed and strictly enforced, and law-breakers must be prosecuted.” This is the fundamental principle for building a socialist system of laws in the new era proposed at the 3rd Plenary Session of the 11th CPC Central Committee. Since then it was proposed, institutions, standards and procedures have been defined for building a socialist system of laws with Chinese characteristics to meet the needs of the reform and opening-up and socialist modernization. Major issues such as the goals of development of the legal system have gradually been incorporated into the national development strategies and plans, and promoting the development of the legal system based on these strategies and plans has become a significant feature in our endeavors to explore various tasks for building the socialist rule of law with Chinese characteristics in the new era.
