Abstract Facing the great transformations once in a century and the changes in major social contradictions in China, China has treated the principle of “innovation, openness, distribution and rule of law” as strategic priorities for its medium and long-term economic and social development, so as to enhance its core competitiveness based on “innovation” and “openness”, modernize national governance based on “distribution” and “rule of law”, and gain a longer period of strategic opportunities for its future development.
