Abstract: Abstract The historical stage of government procurement in China has been systematically concluded in this essay as well as the type and operation mechanism of government procurement management mode. The problems of government procurement management mode are discussed and there is the analysis of the causes of problem. Based on the current situation of government procurement in China and the interests of the public, the AHP method is used to construct a stakeholder-based government procurement performance evaluation model, which includes 3 levels such as target level, guideline Level and assessment level. It also includes 6 parts which are economy, personnel quality, technical management guarantee, social responsibility, stakeholder evaluation, effectiveness evaluation; and 17 specific indicators. The empirical research has been done to support the analysis.
