Abstract:
Abstract China has entered a new era. The 18th CPC National Congress called for increasing personal income in step with economic development to “ensure that the people share in the fruits of development.” The 19th CPC National Congress in 2017 stressed that the Party will work to see that “individual incomes grow in step with economic development, and pay rises in tandem with increases in labor productivity.” The goal is that by 2020 the per capita income as a percentage of GDP will double compared to the 2010 level. This ambitious plan offers a basic policy framework for China’s future income growth and income distribution system.
