Abstract: Abstract Being an emerging economy, Vietnam is aiming at sustainable development to balance economic growth, environmental protection, and social equity, ensuring the current and future generations can thrive in a world with limited resources according to Vietnamese Agenda 21 (Prime Minister Office, 2004). This chapter explores the key role of Higher Education Institutions (HEIs) governance in advancing the United Nations’ Sustainable Development Goals (SDGs) within Vietnam. Acknowledging that HEIs shape education, research, and policy, the chapter begins with an overview of the SDGs using a 5Ws + 1H (Who, What, When, Where, Why, and How) framework and HEIs’ specific role in achieving SDG 4 (Quality Education). It then traces the integration of SDGs into Vietnam's national policies. The core of the chapter demonstrates how Vietnamese HEIs can drive the 2030 Agenda through specific mechanisms: expanding access, ensuring education quality, promoting lifelong learning, conducting research and innovation, and fostering global partnerships. The discussion is structured around key governance pillars, including leadership and institutional strategy, resource management, stakeholder engagement, and accountability. The chapter grounds its analysis with a comparative case study of Thailand and culminates in forward-looking recommendations for enhancing HEI governance to more effectively contribute to SDG achievement in Vietnam.
