Abstract:
Abstract This chapter reviews the indices commonly used in academic literature and official reports to quantify energy security (ES). As the conceptualization of ES has broadened, associated indices have evolved to reflect a multidimensional perspective, incorporating increasingly complex indicators related to environmental, technological, and social dimensions. Simultaneously, governance effectiveness and geopolitical considerations have gained greater prominence in ES assessments. In response to Vietnam’s evolving economic landscape, energy challenges, and commitment to sustainable development, this study proposes a comprehensive framework for evaluating ES in the national context. The framework encompasses five key dimensions and comprises 41 specific indicators. The findings underscore Vietnam’s critical challenges in achieving sustainable energy development. To enhance energy security and support long-term sustainability, strategic actions are required, including institutional and market reforms, infrastructure investment, technological innovation, promotion of energy efficiency, advancement of research and development (R&D), and the strengthening of regional energy connectivity.
