Measuring Quality Growth

Koki Hirota

Chapter Chapter 8 in Introduction to Quality Growth, 2026, pp 235-258 from Springer

Abstract: Abstract This chapter reviews international discussions on indicators for measuring prosperity and well-being and discusses their relationship to quality growth. These discussions can be divided into two aims: improving the GDP system and creating new indicators. The former is an ongoing process, and recent themes of discussion include items related to quality growth, such as well-being and sustainability. The latter—discussion on new indicators—can be categorized into five components: (1) human development, (2) happiness, (3) environment, (4) capital stock, and (5) the creation of a new integrated indicator that incorporates these elements while combining them with existing GDP. The fifth indicator refers to the Genuine Progress Indicator and the OECD’s Better Life Initiative. In addition, indicators named “quality growth indicators” are also being proposed. Both the review of GDP and the discussion of new indicators include elements that constitute part of quality growth, and among them, the discussion of the fifth indicator and “quality growth indicators” provides a fundamental framework for considering the measurement of quality growth discussed in this book, which will be presented in the next chapter.
