Abstract: Abstract Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and anchored in the new development stage, we will fully apply the new development philosophy to serve the construction of a new development pattern. While pursuing progress amid stability, we will take high-quality development as our overarching goal, supply-side structural reform as our main thread and reform and innovation as our fundamental drivers. Responding to General Secretary Xi Jinping’s directives at the eighth meeting of the Central Commission for Financial and Economic Affairs, and acting on The Outline of the 14th Five-Year Plan and the Long-Range Objectives Through 2035, we will reinforce the foundational, pioneering and decisive role of the modern circulation system, accelerate the creation of an integrated, multi-tier market, and align regional and sectoral standards, rules and policies to ensure seamless circulation nationwide. This will secure the smooth flow of production factors and the organic linkage of production, distribution, logistic and consumption, underpinning a commodity- and factor-flow model of openness.
