Abstract: Abstract Establishing a unified, open, and competitively ordered modern market system constitutes a critical foundation for China’s high-quality economic development and serves as both a core objective and essential component of modern circulation system construction. The Opinions of the CPC Central Committee and the State Council on Accelerating the Construction of a Unified National Market advocate a dual-pronged strategy: establishing new institutional frameworks while dismantling existing barriers. This necessitates accelerated implementation of unified market rules nationwide to eliminate local protectionism and market fragmentation, thereby unclogging critical bottlenecks constraining economic circulation. Such reforms will facilitate seamless cross-regional flows of commodities, production factors, and resources, catalyzing China’s transition from market scale expansion to competitive strength enhancement.
