Abstract: Abstract This chapter examines the impact of the COVID-19 pandemic and lockdowns on the energy consumption and daily lives of independent university students in Japan. Based on survey data from 218 student households, the study explores changes in energy use, financial strain, and coping strategies during the pandemic. Notably, 93% of respondents reported being affected, with over half experiencing reduced incomes and 34.6% losing part-time or full-time jobs. The findings reveal a significant rise in energy consumption, with 68.8% of respondents reporting increased utility bills due to extended time spent at home under lockdown conditions. The average energy poverty rate among students reached 10%, aligning with the standard threshold and slightly exceeding pre-pandemic levels. Significant differences in energy expenditures were observed between Japanese and non-Japanese students, attributed to varying consumption behaviors. This chapter underscores the challenges faced by vulnerable groups, such as university students, during crises. It emphasizes the importance of understanding their unique experiences to inform policies that enhance resilience and preparedness for future disruptions.
