Abstract: Abstract This paper explores the transformative impact of external crises—economic instability, pandemics, war, and large-scale migrations—on European public administrations and governance over the past fifteen years. Drawing on academic literature and case studies, it discusses how these crises have acted as catalysts for change, prompting both the European Union and its Member States to adapt and innovate. Special attention is given to the integration of specialised knowledge into politically sensitive decisions, and the concomitant challenges surrounding transparency in governance. The chapter concludes that while crises expose vulnerabilities, they also offer avenues for administrative evolution, underscoring the importance of adaptability, collaboration, and transparent decision-making.
