Abstract: Abstract This chapter explores the ways to incorporating digital trade rule setting in upgrading the existing ASEAN-plus-one FTAs. With the rising importance of services and data in international trade and the lack of trust in data governance, the upgraded agreements should apply existing multi-lateral trade disciplines in exploring region-wide rules that cover entire GVCs.
