Abstract:
Abstract Budgets ought to be customized to align with the prevailing circumstances. The notion of a perfect budget is a myth; the most effective budget is one that fulfills the requisite needs. Practice is the sole criterion for verifying the truth. If a budget reform measure fails to yield noticeable effects, the cause can only be unearthed from the current budgetary practice.
