Abstract Budgets are tools for realizing political visions. They draw inspiration from the ideal of harmonious governance, akin to the natural order of heaven and earth. “The ruler must contemplate the means of pacifying the world, and the minister should act in harmony with Heaven and Earth; only thus be apt to govern the people.”
