Abstract Basic rules and common sense, though fundamental, are invaluable in governance. The challenge lies in the application of this knowledge. Failure to learn from past mistakes leads to the repetition of these scenarios, and the allocation and usage of public resources will remain suboptimal unless there is adherence to fundamental principles and common sense.
