Abstract:
Abstract Epidemics, represented by infectious diseases, are rare but not uncommon worldwide disasters; corresponding emergency management systems and mechanisms have been established by countries and regions but also enterprises and communities. However, the outbreak of COVID-19 in 2020 revealed that the capabilities most countries and emergency entities have insufficient capabilities for ensuring the supply of emergency materials in the face of a major epidemic disaster. During the early response to the severe COVID-19 outbreak, there was a general shortage of strategic material reserves.
