Abstract: Abstract Since the outbreak of the COVID-19 pandemic, which is now in its third year, it has continued to be designated as an internationally concerning public health emergency by the World Health Organization (WHO). Moreover, the pandemic is still ongoing, as evidenced by the emergence of the “monkeypox outbreak” in 2022, which was declared an “internationally concerning public health emergency” by the WHO in July of the same year. This indicates that global attention needs to be drawn to these epidemics, as they may not be isolated incidents but could occur successively. Consequently, the issue of ensuring epidemic prevention material support cannot be solved in a one-time manner but rather requires the establishment of a material support system that considers both short-term measures and long-term strategies.
