Abstract Charles Perrow’s research on “normal accidents” is arguably the most influential analysis concerning severe accidents and their preventability. Perrow conducted an in-depth analysis of the 1979 accident at the Three Mile Island nuclear power plant in the United States, characterizing it as a “normal accident”—an inevitable event.
