Abstract: Abstract Recalling the intricate dance between the central and local authorities from the 1950s to the 1990s, one could argue that it was a process of the central power relinquishing its grip to empower the localities. Curiously enough, each instance of devolution seemed intrinsically linked to China’s cyclical economic perils.
