Abstract:
Abstract On a frosty December day in 1992, the Ministry of Agriculture issued a document titled “Notice on Promoting and Perfecting the joint stock cooperative system in Township and Village Enterprises” [Agri. (Ent.) No. 24]. It aimed to address the blurred lines between government and enterprise in most township and village enterprises. The underlying concern was that the collective wielded excessive power, which could hinder efficient business operations by requiring enterprises to surrender a significant portion of their earnings.
