Abstract: Abstract In the 40 years since the Third Plenary Session of the 11th Central Committee of the Communist Party of China in 1978, an all-round opening up theory has been formed. In the past 40 years, opening to the outside world has become a long-term basic national policy of our country, and opening-up theory has also entered a golden period and played a major role.
