Abstract: Abstract This research analyses the impact of policy on religion and belief on spiritual tourism at provincial level in Vietnam. Tourism plays an important role in economic and social development. Since 1986, Vietnam has turned the new economic path, names as Doi Moi (Renovation) policy. The country also pays attention to people spiritual life to strengthen the national spirit, supporting the government to implement the new policy. By delivering the venue for religious freedom, Vietnam has developed the spiritual tourism for domestic tourists, thus gradually attract international tourists. The research finds that there are three main opportunities that the policy endeavours spiritual tourism in Vietnam: accessibility, citizen well-being, and promoting local economic. In 1990, the law and policy on religion and belief have made it clear that the view on tourism development is to mobilize all resources, exploit the potential of the whole country and of the country. Ninh Binh province, once a capital of Vietnam is selected as a case study to exam the effect of religious policy on local tourism. The province has a landscape complex officially recognized by UNESCO as a mixed cultural and natural heritage. The infamous tour package to Ninh Binh includes the landscape and the pagoda nearby. As a centre to organize the international Buddhist event-Vesak, the pagoda is also popular to the tourists. Spiritual tourism becomes the main income for the province, providing jobs, and sustainable living for the citizens.
