Abstract: Abstract In the post-World War II years one of the most important areas of government involvement in network utilities was in the communications sector. This took place at a time when public sector expenditure remained at significant levels. In this period the expansion of the telephone network came to dominate communications, replacing the more labour intensive postal network with a more capital intensive one.
