Abstract:
Abstract Achieving the goals of carbon peaking by 2030 and carbon neutrality by 2060 (hereinafter referred to as the “dual carbon” goals) is a key policy orientation for China’s medium- and long-term development. The Working Guidance for Carbon Peaking and Carbon Neutrality in Full and Faithful Implementation of the New Development Philosophy released by the CPC Central Committee and the State Council in October 2021 makes specific plans for the “dual carbon” goals. This is a wide-ranging and profound systemic change in China’s economy and society.
