Abstract: Abstract To solve environmental problems and, at the same time, reduce the negative impact on economic development caused by environmental problems, international environmental protection trends have developed rapidly in recent decades; many countries have signed bilateral or multilateral environmental protection agreements, such as the Paris Agreement, the Montreal Protocol on Substances that Deplete the Ozone Layer, the Washington Convention, etc. In order to comply with the requirements of the international conventions or agreements on environmental protection and economic development behaviors, convention parties actively promote environment-related policies and business models. Among them, the “Green New Deal” (Green New Deal) initiated by the United Nations Environment Program (hereinafter referred to as UNEP) and various governments is the most representing policy. After the 2008 global financial turmoil, while facing issues such as climate change, environmental pollution, natural resource depletion, and economic growth slowdown, many countries around the world unanimously proposed “green economy” or other similar policies. This situation is hoped to alleviate global environmental problems and further drives economic growth.
