IT vs. Business: The Accountability Gap
Mansoor Siddiqui
Chapter Chapter 3 in The SAP Security Governance Handbook, 2026, pp 37-55 from Springer
Abstract:

Policies declare that IT is responsible for enforcing controls, while the business owns the processes those controls protect. On paper, the division is crisp and logical. It is far less tidy.
