Abstract: Abstract Governments face continuous pressure from various sources, including citizen protests, non-governmental organizations (NGOs), initiatives, demonstrations, political parties, media, parliaments, and lobbyists, all demanding action on different issues. Every government is faced with the question of whether there is a need for action at all, whether there are alternatives, whether it is feasible, how high the costs are, whether the project conflicts with existing rules and whether it has the human resources to implement the project. A model is presented that minimizes costs and effort and maximizes the quality of results.
