Abstract:
Abstract We summarize in this chapter the lessons that we draw about the food processing trajectory in Bihar. The centrality of the state, history-dependence in industrial outcomes, entrepreneurial perceptions and constraints on feasible product networks are some of the central drivers of this narrative. We compare this trajectory with some examples from Africa, particularly land-locked regions like Ethiopia, as Bihar is a land-locked state. While there are similarities, there are some differences particularly with respect to export-oriented-ness. To aid our comparison across trajectories, we present an eclectic sample of successful and not so successful attempts by various types of entrepreneurs (as well as the government) in food processing activities, not only in Ethiopia. For instance, we discuss the example of a successfully implemented warehousing enterprise from Tanzania, the government-owned dairy initiative in Bihar itself (COMFED), some other private initiatives in India and an indication of a business strategy, backed by government policy that is likely to work for regions like Bihar.
