Abstract:
Abstract In this paper, we aim to fill the gap in the literature on letter affordability by examining the methods used by European postal regulators to assess affordability and by discussing the economics of affordability in a context of declining letter volumes. We test the hypothesis that the affordability of letters is a shrinking problem and initiate a discussion on whether affordability is a growing concern for parcel mail.
