A chapter in The Changing Postal Environment, 2020, pp 335-347 from Springer

Abstract: Abstract The paper looks at some recent decisions of the European Commission that approved, under EU State aid law, compensation granted to postal operators for the provision of services of general economic interest (SGEIs) other than universal postal service. After an overview of the compatibility conditions under the 2012 SGEI Framework, the paper reviews the Commission’s decisions with a focus on the genuine SGEI and compliance with EU procurement rules conditions. It then draws some common takeaways about the role that incumbent network/USO operators can play in the public interest.v
