Chapter Chapter 3 in The Postal and Delivery Contribution in Hard Times, 2023, pp 41-57 from Springer

Abstract: Abstract Economic Regulation of “Postal Services” was introduced within the European Union (EU) following the adoption of the first Postal Services Directive (PSD) on 15 December 1997. An evaluation of the PSD was included in the European Commission’s Work Programme for 2020. The evaluation process and the subsequent application report (COM(2021)) are briefly considered, and the issues which have arisen are discussed. One of the most fundamental issues is to clarify what exactly are postal services; whether there is a distinct “market” for the provision of such services; or whether these services operate as part of broader communication and freight markets. The regulatory framework and its future scope is proposed.
