Abstract:
Abstract The article investigates the effects on the postal service provider, and its customers, of a (partial) lifting of home delivery obligations included in the universal service, using a bottom-up model of the delivery process. It revisits the calculation of the net cost of home delivery obligations by Haller et al. (2013) with a model calibrated for France.
