Abstract: Abstract The EU Green Paper on Parcels (2012) and the follow-up “Roadmap” (2013a) raise concerns about the effectiveness of the international flow of parcels throughout the European Union. According to the Green Paper, the availability of effective cross-border parcel services is key to the success of e-commerce in Europe. The Roadmap laid out a series of steps that the Commission believed postal operators and other parties should take to improve cross-border parcel services. Although the Roadmap left the initiative to industry, the Commission warned that it “will monitor developments during an 18 months period” and will then “consider appropriate corrective or additional actions to remedy the market failures” (Roadmap, p. 7).
